Decoding and Understanding "Modi XI'

If we want to describe Modi's victory in one line, it has to be said that the previous government was 'Modi government' while the new government is 'Modi XI'.

Modi of 2014 and Modi of 2019 a period of only five years. However, much has changed during this period. When Narendra Modi, who has been the Chief Minister of Gujarat for 13 consecutive years, came to Delhi as the Prime Minister in 2014, his novelty was gradually being felt. He was taking very careful steps before making every decision as Prime Minister. In the two years that followed, however, Modi took a hard line on the administration. Modi, who was re-elected as the Prime Minister in 2019 with a huge mandate, has now got a different twist. Modi has also bowed down due to the overwhelming majority of the people. He is now gearing up to meet the expectations of the people and if you look at the list of names in the cabinet, the intentions of the Modi government that came back to power are clear.

If we want to describe Modi's victory in one line, we have to say that 'Modiji has been transformed into Modi XI'. It would not be an exaggeration to say that the previous government was a 'Modi government' and the new government is a 'Modi XI'. The aim of the present government is to give India its rightful place in the world by making economic progress of the country with the motto of 'Sabka Saath, Sabka Vikas'. For this, the new Modi government has a double responsibility to create a reassuring picture of India abroad by maintaining law and order in the country. People expect the same from Modi. It is clear from the composition of the cabinet that Modi has also taken promising steps in that regard.

The nature of bureaucracy in India is sluggish. However, due to his ability to make quick decisions and his unpredictable work ethic, Modi accelerated his administration by creating a rift in the administration during his first term as Prime Minister. This led to some harmful and some positive changes. At another level, it has to be said that whatever detrimental changes took place were in line with the aspirations of a new India. Because in the new India, there is no place for the old traditional style of Congress thinking. In the BJP faction, the Congress is also referred to as the 'Vienna Congress' (according to a BJP leader, the Vienna Congress is just dancing, not moving!).

Narendra Modi, who has been re-elected as the Prime Minister on the basis of a huge mandate, has cleverly formed the cabinet. Modi's impression is seen on every decision of who should be given a place in his cabinet and who should be given an account. The ministers selected by Modi and the allocation of accounts to him underscore that Modi wants to make his second term as Prime Minister more glorious and will not be blamed for his performance. This is what they expect from the cabinet. Modi's campaign is aimed at fulfilling every promise made to the people during the election campaign, as evidenced by his cabinet composition.

There was a rumor that King Charles II of Britain had formed a separate cabinet for his advisory cabinet. In this cabinet, many national issues were discussed and decisions were made in Charles and his cabinet. Not a single word of the discussion in this cabinet meeting, which was enclosed by wooden walls, could penetrate the wall, so much secrecy was maintained. The initials of the five ministers in King Charles's cabinet, Clifford, Arlington, Buckingham, Ashley and Lauderdale, formed the word 'Kabal' and later 'Cabinet'.

Only a handful of prime ministers in India have had the freedom to choose their Clifford, Arlington, Buckingham, Ashley and Lauderdale. However, the walls of the cabinet of those who did not get this freedom were paper. The word that went to the church in the cabinet was understood outside the word, so much so that the entire file of the cabinet decision was torn out. Former Prime Minister Indira Gandhi, who was said to be the only 'man' in the cabinet, also had to place her spoon in the Congress in her cabinet. Indira Gandhi had to do this to keep these disgruntled souls together.

In Raloa-2, Prime Minister Narendra Modi was the first among the equals. In Raloa-3, however, Modi has emerged as a powerful leader. His supreme leadership has been sealed by the people. Therefore, it is Modi who can make the final decision on who should be in the cabinet and who should not. It was feared that Finance Minister Arun Jaitley's refusal to join the new cabinet for health reasons would create a huge void. At the same time, there were fears that the vacuum would widen as Sushma Swaraj was not re-appointed as External Affairs Minister.

But Modi overcame all these doubts and surprised everyone. The two important posts of Finance Minister and External Affairs Minister are Nirmala Sitharaman and S.K. Modi gave a good example of how the challenges handed over to Jaishankar can be turned into opportunities. In fact, if it had been decided by a shrewd politician like Modi, he could have appointed a loyalist as foreign minister. As happened easily during the tenure of the United Progressive Alliance (UPA). But Modi did not repeat it. By appointing Jaishankar, he expressed confidence in his diplomacy. S. Jaishankar is not a crooked politician.

This is not the first time a foreign service official has been appointed foreign minister. Such appointments have been made before. Kunwar Natwar Singh is a good example of this. Natwar Singh joined the Congress after stepping down as Foreign Secretary. After serving in the Congress, he was appointed Minister of External Affairs. For those who have retired from the Foreign Service, the responsibility of the post of Foreign Minister is the usual one, but with a different body. This is not the case with the current foreign ministers. He has earned this position based on his inherent qualities. Of course, they will now have to formally accept BJP membership. Because while working as a minister, during parliamentary work, S. Jaishankar will have to abide by the whip issued by the party. But this precondition was not laid down when he was given the ministry post, that's for sure.

The current situation at the international level is very explosive. A trade war between the US and China has erupted, the US has favored Iran, and as a result, oil prices have begun to show their true colors. In such a tense situation, India will have to weigh its geopolitical and geopolitical position.

If Modi wants a strong BIMSTEC (Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation) with SAARC countries other than Pakistan, he needs to think outside the box. This is the mentality that will prevail in bilateral relations with the United States. Because by launching a trade war with China, the US has stepped on China's tail. India will have to work hard to improve relations with China. Because China has a lot of ambitions and it has a combination of geographical expansion ambitions. China intends to conquer the world. India will also have to align with Russia. India will have to take the initiative to bridge the gap between the two countries.

Jaishankar is well aware of how to deal with the US and China. Jaishankar will have to do the exercise of holding both their noses at the right time, or holding hands with both of them. His experience as Foreign Secretary will be useful to him in effectively implementing the Modi government's foreign policy. Prime Minister Modi has sidelined politics and appointed Jaishankar as External Affairs Minister with utmost diplomacy. Because in his first term, Modi has rightly portrayed India's image at the international level. That is why after his spectacular victory in the Lok Sabha elections, good luck fell on him from all over the world. If Modi wants to be in the race for the PM's job in 2024 too, he will have to maintain his image on the world stage. Jaishankar's choice will be right for that.

If we want to curb Pakistan's mischief, then the Modi government can only afford to ignore this begging country. India will have to adopt a moderate policy for this healing neighbor. Of course, much will depend on how the Modi government adopts its policy on the politically stifled Jammu and Kashmir issue. Because Kashmir is the sore vein of Pakistan. The government has to keep the Kashmir Valley burning to sustain its existence. If Home Minister Amit Shah succeeds in bringing the situation in the Kashmir Valley under control with the help of Defense Minister Rajnath Singh (who in the previous government had sided with the Maoists as Home Minister.

Rajnath Singh and Amit Shah have different working styles. But if the Ministries of Home Affairs and Defense work hand in hand, the internal and external security arrangements will be more likely to be tightened and the security forces will succeed in tackling future challenges.

Prime Minister Modi wants to increase the size of the Indian economy from 3 trillion to 5 trillion by 2025. However, this is only possible if the economy is doing well on all fronts. This goal is easy if the Home, Foreign and Commerce Ministries perform well. However, at present the state of the economy is not so good. After excelling in all the three ministries of corporate affairs, trade and defense, Nirmala Sitharaman has been given the key ministry of finance. She has become the first woman Finance Minister of India. As he is in charge of the finance ministry, he will also have to fulfill Modi's political objectives.

The fact is that the finance minister has to play a dual role. One is as a politician and the other is as a politician economist. The finance minister also has to keep a close eye on the financial objectives of the party in power and make efforts to achieve them. Considering the Ministries of Commerce and Trade, the tireless efforts of Piyush Goyal along with Hardip Singh Puri on the strategic front have to be appreciated. Puri is a former officer of the Indian Foreign Service. He put all his skill to the test and brought the traders together at the table for discussion and discussed with them diplomatically. There is no doubt that if the Ministry of Foreign Affairs and the Ministry of Finance join hands in this reconciliation, the economy will move faster towards the goal in the years to come.

A closer look at all the ministries related to the economy as a whole reveals that Modi has brought in highly skilled ministers in the ministries of infrastructure, agriculture, energy and railways, along with micro, small and medium enterprises (MSMEs). Nitin Gadkari, who has done well in his previous career, has been given the ministry of roads and highways. Gadkari has also been given charge of the MSME ministry. The Ministry of Water Power is a new and important ministry in Modi's new government.

Water management will be a key issue in the country's development. There is an ambitious plan to play water across the country by connecting all the rivers to each other. While Swachh Bharat was an ambitious venture during Raloa-2, water management will be an important venture during Raloa-3's tenure. Water stored for the people will be the main objective of this initiative. It will aim to increase public health and agricultural income. Minister Ravi Shankar Prasad, Piyush Goyal and Dharmendra Pradhan and Hardip Singh Puri will be the main carriers of Modi's change of heart.

Modi, who came to power with a huge majority, has built a team within a week that promises to fulfill the aspirations of the people by respectfully accepting the mandate. It will be up to these selected ministers to make Modi's dream come true. Rajnath Singh, Amit Shah, Nirmala Sitharaman, S. Jaishankar and Nitin Gadkari will be the top five ministers in Modi's cabinet, including Clifford, Arlington, Buckingham, Ashley and Laudridale. These five stars will be responsible for transforming India in the next five years.

Two of the five are graduates of Jawaharlal Nehru University. When a right-wing nationalist government at the center is in power, it should include left-leaning university alumni, this is the glory of the times.
